New Global Scheme for Aviation Emissions

On September 27, 2016, 191 aviation authorities met at the 39th Assembly of the International Civil Aviation Organization (ICAO) in Montreal, Canada, to conclude a global emission scheme for the aviation industry.

After the Paris Climate Accord the aviation industry has decided to make arrangements for emission reductions through a Global Market-Based Measure (GMBM) to achieve carbon neutral growth. The regulations would apply to international flights and would be mandatory for the largest airlines from 2027 onwards.

Before entering into force, the proposal needs to be ratified by a majority of the states. It is, however, uncertain whether India and China will receive a special status. EU Commissioner for Transport Violeta Bulc will lead the EU delegation. The Assembly will take place from September 27 until October 7.

ESC supports sustainable development of the industry. However, it is important that a global level playing field is guaranteed vis-à-vis other regions in order not to threaten the competiveness of European shippers.
