Customs reform and e-commerce challenges

On 11 December 2024, ESC participated in an important conference hosted by MEP Dirk Gotink, Rapporteur for the Union Customs Code (UCC) reform. The event, titled “A Level Playing Field Through a Green Lane for Compliant Trade,” examined the progress of EU customs reforms and their alignment with modern trade needs. Key participants included Gerassimos Thomas, Director-General of DG TAXUD, who underscored the advancement of the reform.

During the conference, the importance of trade was discussed, particularly with respect to the EU’s relationship with the United States. As the discussion focused on e-commerce, the rise in e-commerce shipments was highlighted. The Customs Administration of the Netherlands shared insights on the overwhelming number of daily declarations and the strain this places on customs authorities.

Walter van der Meiren, European Express Association (EEA), emphasised that large shipments pose unique challenges, including drug trafficking risks. The challenges posed by Chinese imports were also discussed, with speakers noting that the issue lies not in e-commerce itself, but in ensuring compliance from global suppliers.

Damien Viccars of the World Shipping Council and Helena Suarez of BusinessEurope shared insights during the second session. The panel analysed the Competitiveness Report and its implications for achieving a balanced customs union. Discussions focused on creating “green lanes” for compliant trade to reduce bureaucratic bottlenecks while enhancing security and sustainability.

The Federation of Polish Entrepreneurs (FPP) and EEA stressed the urgency of aligning customs reforms with stakeholders’ needs to ensure regulatory efficiency and market fairness. With the legislative process ongoing, the event provided a critical platform to address existing gaps and future priorities.
