European Shippers’ Council advocates for enhanced rail infrastructure capacity management

European Shippers’ Council supports the European Commission’s Greening Freight Transport Package presented on 11 July 2023, aimed at optimising rail infrastructure capacity and enhancing service quality. An important component of this package is the proposed Regulation on Railway Infrastructure Capacity Management, designed to modernise rules governing capacity planning and allocation. This initiative aligns with the EU’s ambitious goals outlined in the European Green Deal, which seeks to reduce greenhouse gas emissions by 55% by 2030 and achieve a 90% reduction in transport emissions by 2050.

On 4 March 2024, the European Parliament’s Committee on Transport and Tourism (TRAN) adopted its report on the proposal reaffirming support for the Commission’s recommendations. However, the Council’s General Approach, adopted on 18 June 2024, lacks in addressing crucial issues such as cross-border coordination and freight prioritisation.

ESC emphasises the need for a robust European Railway Undertaking Platform (ERP) to facilitate continuous dialogue between infrastructure managers and railway undertakings. Additionally, bolstering the authority of the European Network of Regulatory Bodies (ENRRB) is critical for effective oversight and ensuring fair capacity allocation.

ESC also raises concerns over the proposed implementation timeline, with most provisions set to take effect by the end of 2029. Such delays could hinder achieving the EU’s target of a 50% increase in rail freight by 2030. Timely implementation is essential to maximise infrastructure investments and ensure rail freight’s significant role in the EU’s transport landscape.

To achieve the EU’s modal shift and climate goals, ESC calls for prioritising cross-border freight services, expediting regulation timelines, and safeguarding a unified European approach to rail infrastructure management. A cohesive regulatory framework is vital for enhancing the efficiency, competitiveness, and sustainability of rail freight across Europe.
