Steel products originating from Russia: EU replaces ban by quotas

The Council of the European Union has introduced as of 03.16.2022 a total ban on the import of certain products originating from Russia. However, in order to limit the impact of this ban on Union industry,  the Council decided to establish quantitative quotas on the import of certain steel products originating from Russia. 

As from 19.12.2023, following the enforcement of Regulation (EU) 2023/2878 , way of derogation from the prohibition established by Regulation (EU) 2022/428, Union operators may import certain goods listed in Annex XVII and originating in Russia by requesting the following quotas:

  • 09.8258: possibility of importing semi-finished products made of rolled iron or non-alloy steel or obtained by continuous casting falling under CN code 7207 12 10
  • 09.8253: possibility of importing products originating from Russia and falling under CN code 7224 90
  • 09.8260: possibility of importing products originating from Russia and falling under CN code 7201
  • 09.8261: possibility of importing products originating from Russia and falling under CN code 7203

The importation of the above products becomes prohibited when the quotas expire. The portion of goods not covered by the benefit of the quota must, therefore, be re-exported or placed in a customs warehouse until the opening of the new quota period.
