Enhancing Data Transparency for Alternative Fuels Infrastructure

European Shippers’ Council welcomes the European Commission’s adoption of Implementing Regulation (EU) 2025/655, aimed at harmonising data standards for alternative fuels infrastructure across the European Union. This regulation is a key component in the implementation of the Alternative Fuels Infrastructure Regulation (AFIR) and represents meaningful progress towards building a more transparent, interoperable, and digital transport network.

For shippers, access to accurate, real-time data on recharging and refuelling points is vital. Reliable data enables improved route planning, reduces inefficiencies in multimodal logistics, and supports the growing transition to more sustainable transport solutions. Whether relying on road, rail, inland waterways, or a combination thereof, shippers require infrastructure that is predictable, interoperable, and accessible across borders.

ESC strongly supports the aim of creating a level playing field across the EU. This regulation contributes to that goal by ensuring consistent infrastructure performance monitoring and data access, regardless of mode or Member State.

The regulation forms part of a broader package of four legislative acts on data and standards, now subject to scrutiny by the European Parliament and Council. Their successful adoption will mark a significant step in the EU’s commitment to a more connected, efficient, and sustainable logistics ecosystem.

ESC calls for the practical implementation of these measures to reflect the operational realities of Europe’s freight transport industry. Only with harmonised data and digital integration can alternative fuels infrastructure truly support a future-fit supply chain.
