Middle Corridor Implementation Matrix

The Middle Corridor Implementation Matrix, presented during the Sustainable Middle Corridor Roundtable in Brussels on 29 April 2026, outlines a comprehensive roadmap to strengthen the Trans-Caspian transport corridor between Europe and Central Asia. The document identifies 16 key challenges across infrastructure, customs, digitalisation, financing, governance, and sustainability, and proposes concrete actions, financing instruments, and timelines.

A major focus is placed on improving transport infrastructure and operations, including the modernisation of the Caspian Sea fleet and ports, expansion of rail and terminal capacity, and reduction of road freight bottlenecks at border crossings. The matrix also highlights the need to streamline customs procedures through digital tools such as E-TIR and E-CMR, risk-based inspections, and harmonised transport regulations across corridor countries.

Digital integration is another priority, with proposals to create a unified corridor platform for booking, tracking, and electronic documentation, while ensuring alignment with EU digital and data-governance standards. On financing, the document stresses the importance of developing a coordinated pipeline of bankable projects and improving cooperation between international financial institutions and private investors.

The matrix further underlines the need for stronger governance structures, including a dedicated corridor coordination mechanism and closer cooperation among customs authorities and EU institutions. Sustainability objectives also play a central role, with plans to promote rail electrification, green shipping, renewable energy projects, and ESG and CBAM compliance frameworks.

Overall, the matrix aims to transform the Middle Corridor into a more efficient, competitive, sustainable, and strategically resilient transport route linking Europe and Asia.
