European Shippers’ Council (ESC) welcomes the European Parliament’s adoption of its negotiating position on the EU Deforestation Regulation (EUDR) during the Plenary session in Strasbourg on 26 November 2025. With 402 votes in favour, 250 against and 8 abstentions, this decision represents an important step toward establishing clear rules for companies placing commodities and products linked to deforestation on the EU market.
The extended timelines, including a one-year postponement for all companies until 30 December 2026 and an additional six-month extension for micro, small and medium-sized enterprises until 30 June 2027, give operators time to implement traceability systems, engage with suppliers and prepare their due diligence reporting.
At the same time, ESC notes that repeated postponements risk slowing progress in protecting the planet and in the fight against deforestation. While simplifications in due diligence and the planned review by the European Commission by April 2026 will help reduce administrative burdens and adapt the rules to practical realities, timely action remains essential.
Shippers remain indirectly affected through upstream supplier compliance, but the Parliament’s position offers greater clarity and operational flexibility. With the right systems in place, compliance can be achieved efficiently, supporting deforestation-free supply chains without delay.
