EU-Mercosur interim deal to apply provisionally from 1 May 2026

The EU has notified Mercosur of its instrument for the provisional application of the EU-Mercosur Interim Trade Agreement (iTA), taking the final procedural step by sending a note verbale to Paraguay as depositary of Mercosur treaties, in line with the Council decision of 9 January. The Commission says the iTA will apply provisionally from 1 May 2026 between the EU and those Mercosur countries that have completed ratification and notified the EU by end-March — Argentina, Brazil, and Uruguay have already done so, while Paraguay has ratified and is expected to notify shortly.

Provisional application will remove tariffs on certain products from day one and provide predictable rules for trade and investment, while the Commission stresses that sensitive EU sectors are protected through safeguards. It also frames the iTA as strengthening cooperation on labour rights and climate, supporting more resilient supply chains, including for the predictable flow of critical raw materials. Commissioner Maroš Šefčovič said the step demonstrates EU credibility as a trading partner and should now translate the agreement into concrete opportunities for exporters, growth and jobs as the remaining democratic procedures continue.
