ESC urges progress on the Weights and Dimensions Directive to boost efficiency and sustainability

Negotiations on the Weights and Dimensions Directive are intensifying, with the Danish EU Presidency aiming for a General Approach by December 2025. While discussions are largely positive, some Member States could form a blocking minority, risking delays.

The European Shippers’ Council (ESC) calls for a timely agreement to unlock operational efficiency and accelerate the shift to zero-emission and alternative fuel vehicles, benefiting all transport operators.

ESC Priorities

  • Zero-Emission Vehicles: Allow up to 4 extra tonnes to maintain payload and competitiveness.
  • Alternative Fuel & Hybrid Vehicles: Current 1-tonne allowance is welcome but should be increased where possible.
  • Cross-Border Operations & EMS Combinations: Rules enabling higher weights and modular systems are positive; clarity and broader application could be achieved at trilogue stage.
  • On-Board Mass Monitoring (OBMM): Use with caution to ensure fair treatment of EU and non-EU vehicles.

ESC Concerns

A recent joint statement by railway associations opposes higher weights and longer vehicles, overlooking the complementary role of road transport and risks reducing efficiency and multimodal integration.

A swift General Approach will allow the transport sector to:
