The European Shippers’ Council (ESC), representing cargo owners across Europe, has shared its position on the revision of the Weights and Dimensions Directive. While welcoming the EU’s ambition to decarbonise road transport, ESC highlights practical and legal challenges in restricting cross-border operations of longer and heavier vehicles (LHVs) to zero-emission trucks only.
Electric heavy-duty vehicles remain expensive, not widely available, and rely on unevenly developed charging infrastructure. This could limit the Directive’s effectiveness and reduce the efficiency benefits that LHVs already provide, including lower fuel consumption, fewer drivers needed, and reduced road congestion.
ESC therefore calls for flexibility: Member States should have the option to allow cross-border operations with conventional LHVs during a transitional period. A future revision could then tighten rules as zero-emission technologies and infrastructure become more widely available.
The Council stresses that legislation should be technologically neutral, proportionate, and compatible with efficient European supply chains, ensuring both sustainability and practical transport efficiency. ESC remains ready to provide further technical input to support the EU in achieving these objectives.
